Digital Identity Technical Standards

As hype is building around the implementation of “Digital Identity” and/or  “User Wallets”, in Papua New Guinea, it is also important to stay informed on how and why Digital Identity Systems should meet international standards of interoperability and abide by the fundamental laws of digital identity.  

Digital Identity is a service that has to comply with laws, regulations, and standards to ensure safety, quality and efficiency is delivered. Here are some notable International and regional technical standards that are used to assess and certify Digital Identity Systems: 

  1. SO/IEC 24760-1:2019 – (ISO/IEC 24760-1:2019/Amd 1:2023 , amendment)

This document defines terms for identity management, and specifies core concepts of identity and identity management and their relationships.

It is applicable to any information system that processes identity information.

  1. Catalog of technical standards for digital identification systems(updated august 2022)

Standards are critical for identification systems to be trusted, interoperable and sustainable. This catalog identifies the existing international technical standards and frameworks applicable across the identity lifecycle for technical interoperability.

This catalog of technical standards serves as a reference for stakeholders involved with digital identification systems.

  1. NIST SP 800-63-4 

This publication presents the process and technical requirements for meeting the digital identity management assurance levels specified in each volume. They also provide considerations for enhancing privacy, equity, and usability of digital identity solutions and technology.

Papua New Guinea is a part of the international community in which we are required to operate using good practice and within required guidelines and frameworks.
