Trust for Digital Identity: International Experience with Trust Frameworks
At the recent Business Council of Papua New Guinea (BCPNG) joint Identity Workshop, Digital Identification Bureau Ltd (DIBL) delivered an insightful presentation on “Integrity and Trust for Digital Identity: International Experience with Trust Frameworks.” The presentation addressed key identity verification challenges facing Papua New Guinea, particularly in meeting statutory Customer Due Diligence (CDD) and e-KYC obligations set forth under the AML/CTF Act.
The presentation shared YuTru’s experience in developing the YuTru Scheme since 2024. Initial work started with a comprehensive review of mature international models including Australia’s TDIF, New Zealand’s DISTF, UK Digital ID & Attributes framework and Open Identity Exchange Framework —to ensure that a robust governance framework precedes technical deployment.
Collaborating over six months with specialised trust framework partners in the UK, the team tailored international rules, terms, technical and governance standards to align seamlessly with PNG’s commercial environment and financial regulations. Following a closed technical review workshop in early 2026 with members of the BCPNG Technical Working Group and the Bank of Papua New Guinea (BPNG), the YuTru Scheme has progressed to active stakeholder consultations with the Financial Analysis and Supervision Unit (FASU), with a planned engagement with NICTA in the coming weeks.
By offering a standardised, interoperable trust framework, the YuTru Scheme directly addresses PNG’s identity verification bottleneck. It enables reporting entities to full fill AML/CTF compliance through a secure, privacy-preserving eKYC mechanism, laying the groundwork for a trusted digital economy.
Next steps include finalising stakeholder feedback on the rules to align with updated bills and policies and uniting public and private sector partners to operationalise digital identity framework nationwide.
